Safety is never sacrificed for speed or convenience.
CORE PRINCIPLES
Every crew member has the authority to stop unsafe work.
We plan, train, and execute every job with discipline.
Safety is everyone’s responsibility, no exceptions.
HOW WE OPERATE
Every job begins with a structured approach to safety and execution. Pre-job briefings and job hazard analyses are conducted to identify risks and establish clear roles and responsibilities. Communication between crew members and vessel personnel is maintained through established radio protocols and hand signals, ensuring coordinated and controlled operations at all times.
We intentionally staff our operations to support safe and efficient execution, recognizing that proper manning is critical to maintaining control during line handling activities.
training & competency
Our personnel are trained to operate in demanding marine environments where situational awareness and discipline are essential. Training includes line handling procedures, hazard recognition, proper use and inspection of equipment, and emergency response protocols.
As operations at the Port of Brownsville evolve, we are actively advancing our training programs to support LNG vessel operations and other high-risk environments.
ppe (personal protective equipment)
All personnel are required to wear appropriate personal protective equipment at all times. This includes hard hats, high-visibility clothing, gloves suitable for line handling, steel-toe boots, and eye protection.
PPE requirements are enforced without exception, and compliance is a condition of working on any operation.
standards & compliance
Our operations are aligned with OSHA 29 CFR 1917 (Marine Terminals) and industry best practices for safe line handling. We operate under a structured quality management system as part of our ISO 9001:2015 certification, ensuring consistency, documentation, and accountability across all services.
We also support contractor management and compliance platforms such as ISNetworld and Veriforce and can provide all required HSSE documentation upon request.
incident prevention & reporting
We maintain a culture focused on prevention, accountability, and continuous improvement. All incidents and near-misses are reported, reviewed, and used as opportunities to strengthen our procedures and training.
We believe that every incident is preventable through proper planning, communication, and execution.
drug & alcohol policy
Brownsville Mooring maintains a strict drug and alcohol policy to ensure all personnel are fit for duty at all times.
Our program includes pre-employment, random, post-incident, and reasonable suspicion testing. All personnel must comply as a condition of employment and access to job sites.
Our program is administered in accordance with applicable federal regulations and client-specific requirements.
Non-compliance results in immediate removal from operations.
environmental responsibility
We are committed to protecting the waterways and port environment in which we operate. Our crews are trained to identify environmental risks, prevent spills, and follow proper handling and disposal procedures.
